Below is the actual rule for a second offense. Was jeff Hardy punished too harshly. According to the statement it would seem so.
"Second Offense. In the event of a second positive result for drugs prohibited by this Policy other than marijuana, the Talent shall be fined an amount equal to 60 days' pay deducted from your downside guarantee on a weekly basis. The Company may, at its discretion, schedule the Talent to work selected televised events without pay, pay-per-views with pay and non-televised live events with a $200 stipend per event during the 60-day suspension period. Alternatively, in cases where the Talent appears to be in need of a drug rehabilitation program, the Talent shall not be assigned to work until the individual has successfully completed the drug rehabilitation program. However, regardless of the length of the program, the Talent's fine shall be limited to 60 days' pay."
This shows Jeff could have still worked on Wrestlemania just without pay. WWE are really trying to stamp this out.

Unfair?!
This is What? the 10th time that Jeff Hardy takes drugs
What is unfair about that? TNA fired him for that
I think McMahon is rather going easy on Jeff because of his populaity

Thats fair, just because its WM doesn't mean he should still work it. When the others got caught they didn't wrk any PPV's so why should Jeff get to work one?

In my opinion, Jeff Hardy being suspended was a good move by Mcmahon. It shows to the other guys that he's pretty friggin serious about this.

If WWE even gonna let Hardy participate in WM 24, they'll not gonna let him win MITB.

I do think hardy is a good wrestler (not as good as matt in my oppinion) but anyone who abuses drugs or takes steroids i think is a loser. A they take steroids- there a loser because they are too lazy to just work out 2-3 hours a day and slowly get bigger. And if they take steroids when they stop they get really tiny anyway. B other drugs medical etc- Antyone that does overdose in any drug even overdosing subscription drugs (COUGH! Heith Ledger) is a complete retard

You sort of forgot this part(and I quote):
"Alternatively, in cases where the Talent appears to be in need of a drug rehabilitation program, the Talent shall not be assigned to work until the individual has successfully completed the drug rehabilitation program."
Jeff probably needs some rehab, don't you think?

First off - Thank you for being objective *smirks* You realize the point of news is to inform, not to interject your own opinions - you want to do that, write a column. Secondly - Jeff Hardy has a long history of drug abuse. The guy probably needs real, no-kidding rehab.

The policy itself which allows them to wrestle, and even get paid, after a 2nd drugs offense, is a bit soft. So I don't think it's exactly the case that WWE are showing they're awesomely serious about this. It's probably more the case that they just don't want to look overly-soft.
If the industry's as rife with drugs as it seems to be, then I can understand some soft policies that are meant to lead to proper ones. But hopefully it is actually leading to a proper one where if you deliberately take drugs you're not meant to take, however near the top you are and however well your merchandise sells, then one strike you're out of a job, and please don't come back. Time will tell I guess.

I agree, Hardy should have been able to work WM 24 and win the MITBLM. Everyone writing seems so sure of his drug habits andneed for rehabilitation, then what's the shocker. So he smokes some pot or pain killers, prob. everyone in the WWE knows that and what every other wrestler does behind closed doors. Seems to me it was all just to make a point. Should've choose someone besides Jeff, I think there were a lot of disapointed fans, not at Jeff, at WWE!
