The Rock to appear at Final Resolution?
TNA is reporting that Kurt Angle's "mystery guest" at Final Resolution is not only a former World Champion, but was also tag team champions with Mick Foley.
This narrows it down to the following: The Rock, Stone Cold Steve Austin, Kane, Terry Funk and Mikey Whipwreck.

It has to be Funk.
The Rock is too busy for WWE, I highly doubt he will make time for TNA, even if they offer him $1 million.

Let us look at these names again:
The Rock has left wrestling (for good) Stone Cold Steve Austin, is signed to WWE (So he can't) Kane, is also signed to WWE (So he can't either) Terry Funk, hasn't the Funker been in TNA once before? And Mikey Whipwreck - What would they want to do with Whipwreck? Isn't he retired anyways?
So my guess is probably Terry Funk.
