PWInsider has obtained an interesting breakdown of the quarter-hour ratings for each of RAW's segments this week.
Quarter-hour starting from:
9:00 - 3.77 (The Shane McMahon/Randy Orton opening segment)
9:15 - 3.47 (Mixed Tag Team match: William Regal/Layla vs. CM Punk/Mickie James)
9:30 - 3.64 (The Legacy vs. Cryme Tyme, followed by Chris Jericho's rant against "has beens")
9:45 - 3.34 (John Cena interrupts Jericho; Kofi Kingston/Rey Mysterio vs. Kane/Mike Knox)
10:00 - 3.72 (finish of tag match; Orton ambushes and almost punts Stephanie McMahon)
10:15 - 3.52 (Beth Phoenix vs. Candice Michelle)
10:30 - 3.67 (JBL/Shawn Michaels segment, JBL tries to provoke HBK)
10:45 - 3.45 (Steph/Kane segment; start of Cena v. Jericho)
Overrun - 3.97 (end of Cena/Jericho)
As can be seen, the most popular segments involved the Randy Orton storyline, and the JBL/HBK storyline. This is definitely good news for WWE as we head towards No Way Out and Wrestlemania XXV.

i don't wanna sound pesimistic, but that high number at the beginning of the show may mean 2 things: 1. people are really interested in the angle, or, 2. people tune in to watch raw and after that segment some of them said "oh my! here we go again" and changed the channel. anyway, i'll see the show tomorrow, so i'll find out which theory is correct
